oh. omniLib and omnimatter got updates today..lemme check to see if that fixes it.

vanilla+beltlayer: loads
beltlayer+omnilib+omnimatter+rso: loads (not expected)
...so another combination (additional mod) is causing this. and only the first three are being reported in the error. (i hate when this crap happens). I'll test further and get back with more info.

I appreciate the assistance narrowing down the issue. It always gets tricky when mods interact.

yeah, and it gets harder cause everytime i load up factorio there's updates to download, so i'm not even sure what bugs i find are worth investigating further cause chances are pretty high that it'll be fixed >___>
