What exactly is the softlock? It requires the first research, which you have because you managed to get the previous research as well.
EDIT : Oh I just noticed it didn't get unlocked.
The prerequisites for industrial conjuration are supposed to be entropic conjuration and steel processing. Some other mod has made steel processing inaccessible.
Okay. Found the issue. The Planet Tapatrion (https://mods.factorio.com/mod/planet-tapatrion - Aquilo/Gleba) changed the technology for steel processing.
