I'm having a weird conflict with another mod possibly?

Here is a save game where the drones in my pocket won't build the belts before my player:

However if I disable any other mod in my game, then load that save the drones will construct the belts. I tried to find which mod was the culprit, but as far as I can tell disabling any other single mod will allow the drones to work. Disabling multiple mods and they will also work. It seems only if all of the mods are enabled will the drones not function.

This happened at the start of the game too, but eventually they started working (I assumed that I needed to do something to make them work, but eventually one load they built things.) This problem happened right after updating the mod https://mods.factorio.com/mod/QoL-TempStations.
