steps to reproduce:
place a requester depot each requesting a fluid that exists in the network
attach a pump disabled via circuit condition directly to the output of the fluid output of requester depot taking from the requester depot
attach a pipe or tank to the output of the pump

what happens:
the pipe or tank fills with the fluid as it is delivered to the requester depot

what is expected:
the pipe or tank does not fill with the fluid as it is delivered to the requester depot
