As far as I'm aware, there is no situation where BZ tin's solder isn't available at the start of a new game. Can you be more specific about what the issue is?
When I newly added this mod, opened the new game, found that the solder of bz tin was unlocked in advance, I opened se+bz very+k2+ your full mod
