More upgrade tiers for Space Exploration

Adds more upgrade tiers to the game, and shuffle some of them to be avaivable earlier. Early experimental version, techs and values may end up being changed. Latest version is 0.6 only. Don't update if you're still on 0.5.

As in title, the construction robots are not using the max capacity they could carry. I have researched tech to have them carry up to 9 items, but they always take only four.
Logistic bots work fine, they carry the 9 items as they should

For tile placement? I think there a limit on how much they can do.

In any rate, if there's an issue, it's most likely a vanilla issue. The only thing I'm doing is adding more tiers to it. The game itself is supposed to handle applying the cargo capacity.
