I have tested here and it loads with os without space exploration.
Maybe its another mod you are using ?
The cause of the problem is that the recipe "se-rocket-launch-pad" was not found. Its from space exploration...
Try this command after you load the game without RSC.
/c game.print(game.player.force.recipes['se-rocket-launch-pad'].name)
it should print: se-rocket-launch-pad

I have Space Exploration 0.4.12 installed
At the moment i on Vertion 1.0.22 from RSC
I am back to 1.0.22 when the problem occurred

I have test it again with newer SE Version(at the momentfrom this Message SE 0.4.24) but i cant start 1.0.23 from RSC

your mod list ? Have you done the test I asked above ?

Edit: I have deactivate RSC and he can Print this

Edit 2: If RSC activate in Version 1.0.22 make the Game the same Print

What was the problem with version 1.0.23?

Some other mod you are using changed the original recipe
