b Attempt to index nil field 'enemy-base' in CallFrenzyAttack

I happened to be on a surface with no biter bases (a barren planet from Warptorio2), and the CallFrenzyAttack function that is called on the completion of a couple of the build stages triggered this error. I added a nil check (with immediate return) just inside the CallFrenzyAttack (in control.lua), and that seems to have taken care of it.
