Arrakis just needs space science, indicating it's meant to be an early planet, however, with this mod it is not available early at all:

Close Sun Orbit burns the player to a crisp, Maraxis needs gleba/fulgora/vulcanus science and Naufulglebunusilo is post Aquilo.

I think you may be mixed up with Organized Solar System. This mod doesn't move the planets, they are in their original locations in your image.

Precisely, but this mod does remove a space lane that would allow bypassing maraxsis and Naufulglebunusilo normally, without which, the progression gets messed up.
