Adds a dispatcher (building) to automate railway logistics based on provide and request stations. Has intuitive interface. Was inspired by LTN but went a different way.

Havent played for a few days, but just realized, the crash happens when deconstructing stations and dispatcher at the same time. Deconstructing one or the other alone works fine.

This bug is still here. Just found the same exact thing:

The mod Rail Logistics Dispatcher 2 (2.0.24) caused a non-recoverable error. Please report this error to the mod author.
