Adds a dispatcher (building) to automate railway logistics based on provide and request stations. Has intuitive interface. Was inspired by LTN but went a different way.

the train shouldn't go to this station, cause the train have 5 unit, and the station have a limit of 6-6.
Edit: my bad, I totally miss that I forgot how I had set all of this. on the station "perso" , their is no "rail logistic dispacher", and I had forget that I set this manually ..
