Dont know. Maybe another mod is changing personal stats backup and try this command /c RPGsystem UpdatePlayerLvStats(game.player)
when I died and was re-spawned I got all my slots back ..
However I think the problem is with "https://mods.factorio.com/mod/AutoTrash" when I went into its GUI to un-pause my logistics requests all my slots were reset.
