Hallo! Sorry for the delay, forgot about this one. Anyway, it should just be crafted will an assembling machine, or a heated assembling machine if you have my Heated Fabrication mod installed.
If this is not the case, do you have other mods enabled?
many, but after some experimentation, it is not age of production as i initially thought. the item description only says it's altered by gas works > gas heat stuff and gas works > squeak through 2 > planetslib > pipe tiers
