I can't reproduce this error, even with plutonium ammo disabled in mod settings. Have you got a mod that is removing the plutonium atomic bomb?

I had the same error when enabling plutonium energy, turns out its just the true nuke mod for me. So test your mods that affects the atomic bomb and it may be your answer
