2 questions:
1. What is the reach distance bonus from the atomic pickaxes?
2. Is the bug in the first post here fixed or does it apply to the English version because I noticed the screenshot was in russian or something.

There are 3 tiers of atomic pickaxes. Currently, the distance bonus values are 8, 16 and 24 respectively.
The aforementioned bug only applies if you run a mod that removes the kovarex process from the game (like SigmaOne's Nuclear mod). Compatibility with this specific mod might be added soon.
