The university science techs (e.g. for green science in the uni) are tied to the player producing some of those science packs first, so that the production chain for products of a similar stage exist. We found it to be awkward when you could blitz through all the tech, while only having burner drills and the simplest furnaces.
This mod will most likely keep the science pack requirements, but we could look into adding another mod that you can install to change this behavior (like the miniloader fix for SE mod). Or if you're tech-savy, you can unpack the source code files, and remove the science pack requirements in the tech.lua file.
