Some weirdness with the requestor/provider pumps. They managed to disappear a giant amount of oil instantly while changing connections a while ago. More detail would be nice: what is the tank for, what is the pipe for, how to use the pumps exactly?
Your descriptions are pretty vague, and obviously there's nothing here on the mod page. Things seem to work but it definitely isn't intuitive, but I'm happy to have little refinerys pasted all around in the woods, so thanks for that.
