Overhauls planet discovery. Instead of using science packs to unlock planet locations, you have to collect data via radio telescopes.

New buildings:

Radio telescope: Converts writable memory into astronomical data.
Astronomical data processor: (ADP) Takes data and uses it to progress toward a selected planet discovery research.

Mechanics

Build a radiotelescope array and get data. Then put it in a data processor (new lab). Excess data can be turned into science.
