g Evolution spike when enabled mid game

Hello, if I enable this mod after having done some research already the evolution spikes way higher then it should be.

I tested this with a new save and with no research done it does not happen.

I also tested this on a new save with .26% evolution and it was still.26% after adding it, same exact settings and mods.

here is save file without mod enabled, just enable mod and change "Evolution effect weighting" to late and it should replicate problem

found the fix, in evolution-control line 25-27 is commented out, this causes the technology calculations be be ran more then once per tech if there are other forces in the game besides "player" and "enemy"
