from spoiled science packs, it is dropped on the ground next to the lab and marked for
deconstruction, the same way spent fuel is handled. Keeps spoiling science from clogging labs.

Changes:
- Only depleted-uranium-fuel-cell triggers a fresh-fuel request, so modded burnt results do not
cause an incorrect uranium request.
- Fresh fuel is requested in the same quality as the removed spent cell.
- Skip reactors that already have an outstanding request so unfulfilled requests never pile up.
- Added a per-player setting to toggle the "reactors refilled" chat message (on by default).
