Adds a new foundation tile made from stone, oil and tungsten ore that can be used to build railway over Fulgora's oil oceans, while not supporting anything else. It's included in the "rail support foundations" technology.

Has an option to disable the vanilla "rail support foundations" behavior, requiring foundation tiles in order to build rail supports in the deep oil ocean.
