Adds a new foundation tile made from stone, oil and tungsten ore that can be used to build railway over Fulgora's oil oceans, while not supporting anything else. It changes the behavior of the "rail support foundations" technology to instead provide the new recipe. You can choose to have both effects in the startup settings.
