Correct! You just change the setting so that the Cultivators can be placed anywhere (and it will not make the additional collision layers) - unfortunately I really couldn't find a way to make the placement logic work without adding collision layers for each seed type - I should revisit that problem now because perhaps some more API has changed (I noticed there were some collision seed changes for example)
But yes, you can place the cultivators anywhere (I think still general surface conditions still apply) when you use that setting - which can affect balance, which you can either choose to exploit during a play through or not haha.
I have been meaning to give this mod nice big TLC update to try readdress all sorts of various little things, but been so busy recently. It is in the works when I find a spare moment of motivation.
