Happend to me with "omni-tree-plant" from https://mods.factorio.com/mod/omni, because the plant's minable has multiple results, see comment in PR.

For me the culprit mods are:

https://mods.factorio.com/mod/slipstacks
Even though one is featured in the screenshots, and verifying by enabling them one at a time, having one active gives me the same above error and forces me to disable them
