I'm trying your mod on a new game.
all seems ok, but i have some chemical plant running since a time, and they are still base level.

I have oil reffinery upgrading well, but not chemical plant, why ?
they never upgrade ? forgot to include them ?

All mod setting are default, except time and luck% of upgrade.

Hey Chico, that's curious, they are included so it should be working.

To check the status of a chem plant, hover over it and press Control-Shift-Q (the default keybinding to check quality control status). This will show if the chem plant is being tracked and how many upgrade attempts have been made.

If your chem plants aren't being tracked, then my guess would be another mod is changing them. If that's the case, feel free to share your save file and I can take a look to see what's going on.
