I've placed 100 (10 stacks of 10) normal Quality Condensers into one, even bumped overall quality to +47% but it still does not seem to upgrade them.
It runs but that 100 normal quality is still there and no better quality items appear.
Shouldn't it basically create ~47 of green quality items (or higher) or am I missing something?

looks like you've somehow bypassed the idle timer circuit, take one of the condensers out for a second and it'll work again.
