The multi-purpose steam cracker isn't accepting any sort of steam input, leading to it becoming useless. I've tried to input 165c boiler input, 60c powerhouse input, or 300c steam cracker input. It just wont accept steam.

Which recipe? It should specify a temp or accept any steam.

Also try picking up and replacing the building. Sometimes they don't enable right on placement.

The recipe is
300 Lubricant
400 Steam (165 C)

to

4 Soot
150 Olegins
50 Bitumen

I've also tried all the reverse recipes and several others, including ones that are only Pynadon ones
