Adds in a specialized heat-exchanger to further heat 165°C steam up to 999°C steam.

Research and placement is the same as regular Heat-Exchangers.

Allows you to use a more-easily obtainable, less valuable, or trash resource, such as waste wood in burner-boilers or solar-panel powered Electric Boilers to heat 15°C water to 165°C steam seperately, thus saving the heat energy consumed from Nuclear Fuel-Cells for further heating to higher temperatures with the Pre-Heated Exchanger.

My addition is making the temperatures (except 500°) adjustable between 166° and 999°, with a default of 750 and 900.
