b Stuck on normal quality (MP)

I've tried to recycle myself a bunch of times, but I never got beyond "Normal" quality. I pretty sure once I got from "Normal" to "Normal" without dying inbetween.

  • Dedicated Server for Multiplayer (Factorio v2.0.47)
  • Legendary Quality Modules (Quality 24.8%, Productivity 0%)

Make sure you actually put in quality modules in the recycler and don't have any quality disabling mods.
