Personal Nauvis Squads: Bounty Ledger

Awards audited team points for verified strategic events. Repeated team/event/target combinations are rate-limited, the ledger is bounded, and no item or science is created. Other trusted PNS modules can report interceptions, objectives and corsair defeats through the remote interface.
