Mining a chest allows players to pick it up with all the items inside and carry it in their inventory. Also supports vehicles, tanks, and accumulators.
When I try to place down a "Car (packed)" from my inventory on to the ground, the car remains in my inventory but at my mouse cursor I see a message saying "Missing car".
This is with Packing Tape 20.0.1 and Factorio 2.0.7 (build 79385, win64) on Windows 11 Enterprise version 23H2 OS build 22631.4317
