When placed, oil pumpjacks and mining drills don't generate ANY resources for whatever reason. This seems to only happen outside of planets, on space platforms or such, even with "Ignore planetary restrictions" on. Quickest test is go to rocket rush and test it there.

This mod does not support the placing of resources on space platforms. The Resource mining drills and pumpjacks require gravity to place them.

There is water ice (a material) on asteroids, but when in asteroids, I cannot mine them using the resource drills, only normal drills

I tested earlier, I was successful placing the ice (and the other SE resources) on Nauvis with a Resource electric mining drill and Resource area mining drill. You will need to click on Ignore surface conditions in the Resource selector. Seam resources are special and scripted, they are not supported.

I was on an asteroid when I tried to place the ice, so it was the problem.
Try loading up rocket rush and placing resources in the lobby, this is the same problem
