b Incorrect behavior using 2.0 upgrade planner

When using 2.0's upgrade planner which lets you specify a higher building tier and an additional module to place mod stops the building from working upon updating it with the updater (while a t2 building is getting delivered) but then lets it run when the t2 building is placed down but doesn't have a second module in it.

in these cases (upgrading a t1 machine with one module to a t2 with two using new upgrade planner) this mod's "waiting for modules" state stops machines from working only half the time (so only while a t2 building gets delivered and placed and not when a second module is delivered and placed).

since the mod is named "Newly constructed machines wait for their modules", when upgrading a t1 machine with one module to a t2 with two machines shouldn't be stopped from working at all or they should be stopped until the second module gets delivered.

yeah the mod name is kind of outdated at this point but it cannot be changed, machines will wait for a quality/productivity module to arrive.
