Yes that is correct, this happens for entities that are part of a logistic network but do not have logistic groups themselves. I expected to run into issues if I did not handle this case correctly, but it seems that it only happens for provider chests and I can safely ignore it.
I removed the notification, please let me know if you run into a situation where you would expect Logistic Request Helper to show up but doesn't.
