b [Fixed] Loaders will not unload from Asteroid Collectors if one lane is backed up

Fantastic mod, thank you for all your work. I ran into a bug today that I wanted to bring to your attention. I'm able to reproduce it consistently, so hopefully that will help.

When unloading from an asteroid collector, if one of the two lanes is backed up AND the unloading for the other lane is temporarily interrupted (e.g. no more asteroids to unload), then the loader will not resume unloading in the "free" lane until it can unload at least one more item onto the "backed up" lane.

Here's an image of a quick setup to reproduce this: https://imgur.com/a/bkRwV29. The asteroid collector in that image has multiple types of asteroid chunks in its inventory that will not unload.

Other misc. observations:
• Type of loader doesn't seem to matter, happens to Stack and non-Stack loaders equally
• Filters aren't necessary, nor do they resolve the issue
• Any sort of player intervention will break the 'stasis', including copying settings to the stuck loader (even if the change is irrelevant like blacklisting nothing), and reversing the loader direction twice. Though it will break again if "free" lane flow is ever interrupted
• Can't seem to reproduce this on any other building or chest, only the Asteroid Collector for some reason.
