Update to Factorio 2.1
Refactor the Locomotive Power Link to no longer use on_tick updates
This was done by converting the Locomotive Power Link to be an ElectricEnergyInterfaceEquipmentPrototype
If upgrading from 0.1.x for Factorio 2.0, the Locomotive Power Link may require the train to change state in order for it to correctly update its power production

Fix: Locomotive Power Link doesn't export power to battery equipment
