Ive tried to use speed beacons on Assembling Machines with Quality 3 Modules and they don't effect the crafting speed
This is indeed how it is designed.
In 2.0, speed modules/beacons reduce quality bonuses. Instead of implementing this in a very janky way, I just not allow speed module effects on buildings with quality.
