Implements a janky version of Factorio Space Age quality

It is quite hard to get rare nuclear reactors. It would be very cool for them to support different qualities for the neighbour bonus.
Unfortunately there's not much I can do about it because they are different buildings. There's some incredibly hacky way to do it that's way more complex than it initially seems.
