Implements a janky version of Factorio Space Age quality

vehicle weapons dont have legendary quality if the vehicle is legendary
Was not initially planned, as the FFF does not mention vehicles.
That said, the FFF does mention "guns" and you could extrapolate that quality vehicles have quality guns. Will try to add this next version.
