Q: What's up with the belt recipe changes?
A: I've re-balanced base belt costs to reflect the potential added cost of materials for splitters and underground belts. There balancing choices are somewhat arbitrary and based on my own sensibilities. There is an option to change some of the component costs in the startup settings.
Q: Why some logistics chests have different component items?
A: This is to prevent sequence breaking with blueprints. Different logistic chests are unlocked at different points in the game, and I am not aware of a way to change a tile entity's place-able by with a technology. You can group them all together in the settings if you want, but this opens up this sequence break exploit.
