I can answer the why. That's a web server configuration thing. Simplifying things, both addresses should resolve to the same resource (page), but someone configuring the web server forgot to add that bit of intelligence*
*It's just a single line on a config file
Well the why on my end was just a typo, I suppose I'm just used to putting '/' at the end of urls. Easy enough to fix :)
