As of verison 1.3.6, on Factorio 2.1, the egg-free Biochamber recipe is unable to be crafted without cheats due to the recipe being locked, and not unlocked with the Biochamber technology, even with the config toggled.

The recipe still exists, but has to be cheated/unlocked in order to be used.

I suspect there must have been a conflict with another mod you have installed, I was able to unlock the egg free biochamber when testing. I've released a new version with updates that should prevent any conflicts on this.
