The oceans of Fulgora aren't clean heavy oil, ready for you to use... They aren't even "oceans" so much as glorified swamps of polluted sludge filled with microplastics and god knows how many carcinogens.

It's still an endless source of black gold; you just have to work harder to get it. First separate the sludge into its constituent parts: nine parts crude to one part water, plus a ton of undesired silt which solidifies into landfill. (Landfill recycling into stone has been enabled.)

That water is actually what you really want, here - because there's no longer any ice in scrap! (Also much less solid fuel.) But being so scarce, you'll have to make more. Refine the crude into petroleum gas (Basic Oil Processing is essential here) and combust it for more water; water which you can then use for Advanced Oil Processing and Cracking to get other petroleum products.
