I don't want to mess with the on ground logistics of Fulgora too much, so I don't want to increase the holmium drop rate when recycling the remnants. To be honest, the main reason its there is to be somewhat ironic waste - something that is precious on Fulgora is a waste material for any space flight logistics. Especially since with just a bit of stone, you can craft everything except EM plants and Recyclers in an orbital space mall. And that is a bit too overpowered without some elevated risk.
Having a dedicated space location as an empty moon of Fulgora isn't a bad idea though. I could see the Boss enemy being physically at that location, and a much greater density of the hibernation pods present. That way its still a one off for those who want it, and it's not a shocking surprise for anyone who doesn't read the change logs, and finds their ships obliterated when sitting in orbit.
About the route, I don't think I can have the option of Nauvis > station > Fulgora being shorter than Nauvis > Fulgora, without ships automatically routing that way by default. By making it a space location like Cerys though, its a deliberate route you can take and you never go there by surprise. The Nauvis > Fulgora route is unchanged, but with Fulgora > Station you get the higher density (and higher risk) for those who want to farm the pods more.
Recycling scrap on Fulgora will always be the more efficient process, but I have nothing against a topup from space. Or at the very least, with some stone imported you can build that Fulgoran orbital space mall, if you can tolerate the level of assault needed for that holmium.
