Freeze Bots

Adds a menu bar toggle to temporarily slow all bots to barely moving. Useful if you want to place blueprints without interference but simpler than messing around with roboports. Can also be triggered with Shift-B.

Robot speed is set with a global modifier so this also affects logistics bots.
