Adds new tools for negotiating with your neighbours.

This mod is unfinished - currently the only feature is a special flamethrower ammo which acts like a rocket booster. I'm only publishing this to reserve the name and because someone on Discord wanted to use the rocket booster ammo.

Expect more content at some indefinite time in the future.
