Another small tweak to my collections of tweak mods. This simply prevents the placement of foundations on deep oil on fulgora. In my experience, foundations completely trivialise the factory designs on fulgora and prevents creativity for factories. In the late game, i would just make big grey foundations squares to make factories on. SOOOOooooo the foundations is still placeable on shallow oil to help expand the islands, but the deep oil train rails are no made irrelevant.
