A compatibility patch for GotLag's Flare Stack and Pithlit's Methane Processing.

When oil recipes are disabled in methane processing's settings, the flare stack and gas vent are unavailable as they're unlocked with the "oil processing" technology. This patch moves the flare stack and gas vent to the chemistry technology from methane processing.
