Speeds up rocket silo launch animations and cargo pod departure/arrival (procession) cutscenes. These waits are built into the silo/rocket/procession prototypes and are not affected by speed modules. Startup settings let you tune rocket and cargo multipliers independently. Does not change rocket-part crafting speed.
