It is possible to place satellite rocket silos inside factories, which shouldn't be a bug, but when playing with Space Exploration the game will give the following message when launching a satellite from inside a factory:
There would have to be a special exception inside space exploration to fix this. For now I recommend using the space exploration compat mod linked on the homepage of this mod's mod description.
