Changes:
- Elevated rails are blocked on deepsea. In order to not create new colision layers, I reused
existing rail_support layer.
- Removed rail-support-foundations technology. Rail support can now be placed on fulgora heavy
oil deepsea from the moment you unlock elevated rails, you can also pernamently disable
elevated rails on heavy oil in settings
